Position: Controller

Location: Washington, DC

Reports to: Chief Financial Officer

General: This position requires a solid knowledge of nonprofit financial operations and experience in the various levels of accounting. S/he must have strong communication skills and be able to work and communicate effectively with diverse functional teams across the organization. The Controller is responsible for the day-to-day management of CEDPA’s accounting operations. This includes all activities in the general ledger, preparation of various financial reports, maintenance of the accounting software and the development and implementation of internal controls and policies. S/he will also be responsible to prepare yearend financial statements and schedules for the annual audit. The incumbent will be responsible for the supervision of professional and administrative subordinate accounting staff, providing training, work direction and guidance, and performance feedback and coaching as necessary.

Qualifications:

  • CPA required.
  • Seven (7) years’ minimum full cycle accounting experience (A/P, A/R, GL, financial reporting) in a non-profit and/or public accounting environment., to include at least three (3) years experience supervising other accounting professionals.
  • Knowledge of US government rules and regulations including A-110, A-122, A-133 and funding reporting mechanisms, preferably USAID, required.
  • Experience with the development and management of indirect cost rates required.
  • Experience with field offices and working with financial systems in international (developing countries) environments preferred.
  • Computer literacy required including a proficiency in standard business applications (MS Office Suite) in a Windows XP environment.
  • Must be proficient in the use of financial software programs.
  • Strong organizational and oral and written English communication skills required.
  • Ability to travel to the field from time to time

SPECIFIC RESPONSIBILITIES:

  • Personnel Management
    • Manages Finance department staff (Senior Accountants, Staff Accountants, A/P and A/R Specialists) consistent with departmental/organizational goals and objectives.
    • Complete performance management work aligned with CEDPA’s policies and procedures.

  • Establish and maintain a strong internal controls policies and procedures environment.
    • Recommends changes in accounting practices and procedures or department structure to strengthen and improve efficiencies.
    • Ensures all records and systems (HQ and Field) are in compliance with federal and audit requirements.
    • Supervises staff to ensure that reports submitted by FO financial staff are reviewed, analyzed, and properly entered into the HQ accounting system.
    • Develops proper financial systems and procedures for record keeping, internal controls, backup and security for all financial internal and external reporting.
    • Maintains the financial software and ensures reporting functions are adequate for needs of the organization.
    • Maintain up to date information on changes in regulations which could affect accounting functions and the organization’s compliance status.

  • Plan and manage annual audit and 990 tax returns.
    • Assists with the annual audit process as directed by the Chief of Party. Provides related statements, schedules, and work papers for the headquarters and the country offices as requested.
    • Prepares the annual tax returns (Forms 5500 and 990), and oversees other tax filing requirements (1550, 1099s and 1040NRs, overseas allowances).
    • Addresses audit findings with a plan of action; monitors progress to completion.

  • Ensures compliance with all donor regulations.
    • Provides advice and guidance to staff regarding USAID rules and regulations, budgets, overhead, travel and procurement, and general Accounting matters.
      • Review expenses and take corrective action with disallowed expenses.
      • Ensure all financial reports submitted to donors complies with regulations.

  • Responsible for all accounting functions.
    • Responsible for monthly accounting close, including: monthly closing entries; review and approval of journal entries and consultant expense reports; reconciliation of GL accounts.
    • Supervises staff to ensure that CEDPA submits bills and invoices in a timely manner; submits proper 269 and 272 reports on federal grant spending and draw downs in a timely manner; and that revenue and grant-related reporting are properly recorded in the accounting system.
    • Supervises payroll staff and coordinates with HR to ensure proper and appropriate management of HQ payroll activities.
    • Ensures that field offices receive support and guidance to close on time every month.

  • Responsible for Organization’s Budget and monitoring of the Budget.
    • Responsible for production, review and distribution of standard monthly management reports (actual v. budget) including: company, division, departmental, and project profit and loss reports.
    • Provide analysis on indirect cost recovery and impact on the overhead budget.
    • Provide analysis on project spending results and trends.
    • Work with program staff to ensure they understand their budgets, the spending, impact of spending and project implementation; produce monthly expenditure reports for project managers.
    • May assist with the training of other department heads and selected staff in the budget process.

  • Preparation of financial reports.
    • Prepares monthly, quarterly, annual financial reports and statements as required/requested by the CEO and Board.

  • Performs other duties as assigned.

Position: Director Finance and Administration (DFA)

Location: Abuja, Nigeria

Reports to: Chief of Party / CEDPA CFO

General: The Director, Finance and Administration (DFA) is responsible for and directs financial the operations and financial staff of the CEDPA/Nigeria Country Office and satellite offices. The DFA supervises the finance and admin staff and collaborates with the program staff to ensure effective financial support, programming and budgeting. The Finance and Administration Director is also responsible for supervising the secretary, office assistant and drivers in Abuja for the CEDPA/Nigeria field project offices.

Qualifications:

  • Candidates must hold a Bachelors’ or Masters degree in finance, accounting or business administration with at least 5 years working experience in related positions, part of which must be in an international agency or the non-governmental sector; experience with USAID-funded projects is a plus
  • Proficiency with computerized accounting packages especially MIP and/or QuickBooks, Excel, Word and database programs as well as systems development and grants management
  • Direct experience with USAID programs, reporting and compliance requirements
  • Excellent administrative, interpersonal and analytical skills
  • Honesty, reliability and good team spirit
  • Excellent written and oral communication skills
  • Excellent managerial and problem-solving skills
  • Demonstrable skills in using Microsoft Office (Word, Excel, Power Point) as well as the internet
  • Fluency in the English language

SPECIFIC RESPONSIBILITIES:

  • Manages and directs financial and administrative staff.
  • Responsible for delivering timely and accurate financial reports to CEDPA HQ as directed.
  • Responsible for banking, cash management, payroll and investment activities.
  • Responsible for disbursement of funds, payment of invoices, payments to sub-contractors and payments to sub-grantees in a manner consistent with good financial policies.
  • Responsible for proper record keeping, ensures adequate and proper financial controls, and is responsible for audit preparation and results.
  • Responsible for maintaining accounting system, controls, and training of personnel to meet HQ standards and to meet USAID and donors policies and regulations as appropriate.
  • Supervises staff including accountant, finance and other administrative staff.
  • Coordinates with CEDPA Chief of Party on the Positive Living project and monitors and reviews all financial requests, reports and budgets associated with the project.
  • Develops and manages financial and grants disbursement systems within the parameters of CEDPA/Washington protocols and standards.
  • Provides assistance and monitoring to ensure subproject compliance with CEDPA terms and conditions regarding financial systems and procurement.
  • Works closely with USAID and other donors’ contract officers to comply with terms of all grants, cooperative agreements and contracts; provides financial reports in consultation with CEDPA/Washington finance officers.
  • Conducts financial pre-award visits to potential subprojects to assess their capability to manage CEDPA and USAID/donors funds.
  • Performs other duties as required to start up new projects and financially award subprojects to implement grants in accordance with project description and benchmarks.
  • Ensures project compliance with terms and conditions, and monitors grant expenditures and budgets.
  • Coordinates/supervises the administration and human resource functions of CEDPA Nigeria; formulating appropriate human resource strategies, designing and implementing efficient human resource processes such as staffing, compensation and manpower development policies and practices capable of increasing employees commitment and capabilities.
  • Develops guidelines facilitating the development of annual operating plan and budget, budget proposals to donors, and continuous technical assistance to local NGOs, ensuring all their financial transactions and reporting fall within the set parameters.
  • Facilitates coordination and collaboration of the finance and admin unit with CEDPA/Nigeria’s program departments.
  • Provides assistance to the country representative in the recruitment and selection of staff; development and implementation of staff development plan.
  • Maintains office procedures, systems and records.
  • Ensures that all office equipment and fittings (computers, typewriters, photocopying machines, etc.) are constantly in good working condition and also ensures that all office furniture is properly maintained.
  • Performs any other duties/tasks assigned by the country representative or CEDPA CFO as appropriate.
  • Reviews monthly financial reports from NGO partners.
  • Other duties as requested.
