Position: Controller

Reports to: Director of Finance and Administration

General: Reporting directly to the Director of Finance and Administration, the Controller is responsible for the day-to-day management of CEDPA’s accounting operations. The incumbent will work with the Director to develop sound and effective accounting systems, policies and procedures, and will be responsible for their application and enforcement. The incumbent will be responsible for the supervision of professional and administrative subordinate accounting staff, providing training, work direction and guidance, and performance feedback and coaching as necessary.

Qualifications:

  • Bachelor’s degree in Accounting or equivalent required; CPA designation a plus.
  • Five (5) to seven (7) years’ full cycle accounting experience (A/P, A/R, GL, financial reporting) in a non-profit and/or public accounting environment., to include at least three (3) years experience supervising other accounting professionals.. Knowledge of government funding, preferably USAID, a plus.
  • Computer literacy required including a proficiency in standard business applications (MS Office Suite) in a Windows XP environment.
  • Must be proficient in the use of financial software programs; knowledge of Fundware preferred.
  • Strong organizational and oral and written communication skills required.

SPECIFIC RESPONSIBILITIES:

  • Manages Finance department staff (Senior Accountants, Staff Accountants, A/P and A/R Specialists) consistent with departmental/organizational goals and objectives.
  • Responsible to Director for monthly accounting close, including: monthly closing entries; review and approval of journal entries and consultant expense reports; reconciliation of GL accounts.
  • Responsible to Director for production, review and distribution of standard monthly management reports (actual v. budget) including: company, division, departmental, and project profit and loss reports.
  • Supervises payroll staff and coordinates with HR to ensure proper and appropriate management of HQ payroll activities.
  • Supervises staff to ensure that reports submitted by FO financial staff are reviewed, analyzed, and properly entered into the HQ accounting system.
  • Supervises staff to ensure that CEDPA submits bills and invoices in a timely manner; submits proper 269 and 272 reports on federal grant spending and draw downs in a timely manner; and that revenue and grant-related reporting are properly recorded in the accounting system.
  • Provides the Director of Finance with support during the annual budget process as requested, working closely with subordinate staff to provide the necessary information. May assist with the training of other department heads and selected staff in the budget process.
  • Assists with the annual audit process as directed by the Director of Finance. Provides related statements, schedules, and work papers for the headquarters and the country offices as requested.
  • Provides advice and guidance to staff regarding USAID rules and regulations, budgets, overhead, travel and procurement, and general Accounting matters.
  • Prepares the annual tax returns (Forms 5500 and 990), and oversees other tax filing requirements (1550, 1099s and 1040NRs, overseas allowances).
  • In conjunction with the Director of Finance, assists with the development of the proper financial systems and procedures for record keeping, internal controls, backup and security for all financial internal and external reporting.

Position: Staff Accountant (Billing)

General: The candidate is responsible for CEDPA billing for Prime contracts, sub-contracts and grants and accounting tasks associated with contracts and grants administration for assigned projects. It requires familiarity with all facets of accounting and the ability to prioritize multiple projects and deadlines.

Qualifications

  • Bachelor’s degree in Accounting or equivalent required.
  • Minimum three to five years’ related experience.

SPECIFIC RESPONSIBILITIES:

  • Assist program and technical managers in reviewing and interpreting accounting data and billing data for projects.
  • Assist controller to produce, review and distribute required reports such as 269s and 272sfor prime contracts and sub-contracts as appropriate.
  • Assist controller to produce, review, and distribute financial reports for grants or the close out of projects as appropriate.
  • Monitor and maintain records for selected contracts, grants and sub-grants as assigned (government [direct and indirect], private.)
  • Assist with routine accounting functions, including but not limited to, accounts receivable, preparation of journal entries, financial reporting and recordkeeping as directed by the controller.
  • Coordinate with the Field Office Senior staff accountant to review field office financial reports and prepare Monthly Expenditure Reports.

Position: Director of Field-Based Programs

Reports to: Executive Vice President (EVP)

General: The Director of Field-Based Programs reports to the Executive Vice President (EVP) and serves as a part of the Senior Management Team. S/he is responsible for ensuring the overall quality of CEDPA programs in the field. Working with CEDPA technical teams and field operations team at headquarters and Country Directors in CEDPA field locations, the Director of Field-Based Programs will provide guidance and ongoing project oversight of all field based programs assuring rigorous review programs and the development of opportunities for new business. Travel to CEDPA field offices will be required.

Qualifications:

  • Masters degree in Public Heath, International Development, Anthropology, Evaluation, Gender Studies or related area.
  • Fluency in a foreign language highly preferred.
  • Minimum ten years experience in international program management and implementation, with at least five years as a senior manager.
  • Strong project management experience preferably related to implementing USAID and/or other federal grant programs.
  • Specific technical knowledge in one or more of the areas of program focus: HIV/AIDS, reproductive health, education, democracy and governance desired.
  • Strong analytical skills, experience in research and evaluation as well as program development.

SPECIFIC RESPONSIBILITIES:

Ensures Effective and Efficient Management of CEDPA’s Field Offices

  • Work with Country Directors and field operation staff to ensure that field office strategic plans and annual work plans reflect the context and priorities of their country or region and are consistent with CEDPA’s approved strategic plan.
  • Ensure effective support for the field offices from administrative/support departments at CEDPA HQ.
  • Develop, assess and continually improve management systems related to finance, administration, and human resources.
  • Together with the Executive Vice President, ensure sound fiscal management and oversee compliance with all agency and donor contractual agreements.
  • Supervise and guide all Country Directors and Washington-based field operations staff.
  • Coordinate the annual work plan and budget processes for country programs.

Position: Project Director

Location: Pretoria, South Africa

Reports to: Director of Programs, Washington, DC

General: The Project Director will direct the implementation and oversee all management aspects of a USAID-funded PEPFAR program supporting Orphans and Vulnerable Children (OVC). Pending USG funding, the program will continue for up to five years. The project director will serve as the principal liaison with all implementing partners, the donor, and host South African government counterparts on all matters related to the program. This position is contingent on USG funding.

Qualifications:

  • Minimum of a Masters degree in any of the social sciences preferably education or other relevant field.
  • 7 years experience in implementing HIV/AIDS programs in Southern Africa; preferably OVC and PEPFAR experience.
  • community development program experiences also required.
  • Excellent leadership skills demonstrated by successful project management and the establishment of solid stakeholder relationships.
  • Experience managing large-scale, multi-million dollar projects with knowledge of PEPFAR HIV/AIDS OVC programs, including knowledge of USAID regulations and procedures.
  • Must have ability to communicate cross-culturally and work jointly with diverse stakeholders from the NGO sector.
  • Good interpersonal skills with ability to build personal relationships with staff, donor partners and local government leaders at all levels.

Position: Chief of Party, Positive Living

Location: CEDPA/Nigeria

Reports to: Vice President for Programs, CEDPA/HQ

General: The Chief of Party (COP) will lead, manage and coordinate CEDPA’s Positive Living (PL) project to ensure that the project achieves its intended impact in the fight against HIV/AIDS in Nigeria. S/he provides technical leadership and managerial oversight and together with the key management team will work to develop Positive Living as a model of community-based palliative care and support. The individual will oversee the day-to-day work of the program and is responsible for the effective use and deployment of staff and financial resources to achieve project targets. S/he is accountable for all aspects of the project’s effective management, including financial and budgetary oversight, timely implementation of program activities, and stakeholder relationship management.

S/he will prominently position CEDPA as a leader in the field of HIV/AIDS and as an effective implementing partner in the development and cost-effective implementation of PEPFAR funded programs. In this regard, the COP is responsible for the development and maintenance of PL’s exterior relationships, including with USAID, with Government of Nigeria agencies and with other HIV/AIDS programs operating in Nigeria. Reporting to the Vice President of Programs, s/he will nonetheless work closely with CEDPA’s Country Director to ensure that the administrative needs of the project are adequately met at all times.

Qualifications:

  • Ph.D., MPH, or other advanced appropriate degree
  • Minimum 10 years in international HIV/AIDS program management experience and at least 3-5 in implementation of programs under PEPFAR
  • Direct experience with USAID programs, reporting and compliance requirements
  • Experience in the management of complex, multi-site health programs
  • Experience in Nigeria, particularly working on HIV/AIDS programs, is highly desirable

SPECIFIC RESPONSIBILITIES:

  • Establishes and maintains a standard of excellence for PL program activities, reporting and relationship management;
  • Provides strategic direction of PL activities, ensuring that technical strategies are sound and that they are applied effectively;
  • Manages PL’s relationship with USAID, ensuring that CEDPA is consistently viewed as an effective implementing partner in meeting and achieving project targets and in timely and accurate reporting;
  • Maintains positive and productive working relationships with other collaborating USG partners, particularly with GHAIN to ensure two-way referrals and the delivery of PL services to GHAIN clients;
  • Ensures that the PL team develops its annual Country Operating Plan budget in accordance with USAID and PEPFAR guidance;
  • Ensures that all operations related to PL (e.g., for sub-grantee selection, recruitment, performance evaluation) are conducted following established CEDPA procedures and conducted in a fair and transparent manner;
  • With the DCOP and Contracts and Grants officer, monitors the performance of Implementing Agencies to ensure that PL provides needed training and technical support and to revise targets and budgets to reflect their capacity;
  • Establishes and leads a periodic implementation review process to monitor progress and to identify specific actions that may be needed to achieve expected results;
  • Working closely with PL’s Director of Monitoring and Evaluation, ensures that project PL reports are accurate and submitted in a timely fashion and meets the highest professional standards;
  • Provides accurate and candid monthly updates on PL’s progress and problems to CEDPA’s Vice President for Programs, with copies to the CEDPA’s Nigeria Country Director and to the headquarters technical and operations backstop officers for the PL project;
  • Working through the CEDPA/Nigeria Country Director, ensures that the Director of Finance and Administration and his/her staff provide all required support to the PL project on a professional and timely basis.

Position: Monitoring and Evaluation (M&E) Advisor

General: The Monitoring and Evaluation Advisor will be part of a team implementing a USAID-funded PEPFAR program supporting Orphans and Vulnerable Children (OVC). Position: Analyst, Monitoring and Evaluation

General: The Analyst will provide Washington-based and field program support in various data-related and monitoring/ evaluation activities, including development of questionnaires, data-gathering tools and research designs; collecting and analyzing data for various policy, program and M/E purposes; analyzing field documents and reports to identify M/E concerns; writing and editing project reports, and general administrative backstopping. Availability to travel internationally is required. Although a member of CEDPA staff, will work off-site in the office of Constella Futures.

Qualifications:

  • Master’s degree in public health, education or a relevant area of social science (economics, statistics, political science or related field).
  • Three to five years’ data analysis or monitoring and evaluation experience in two or more of the following areas: reproductive health, HIV/AIDS, maternal health, women’s programs.
  • French or Spanish language capability is desirable.
  • Significant experience with both SPSS/STATA and Excel is essential.
