Position: Senior Advocacy Advisor (Temporary Position or Consultant)

Reports to: Director of Communications and Advocacy

General: CEDPA is seeking a Senior Advocacy Advisor (part-time/temporary or consultant) to further public policy and advocacy efforts to ensure that the organization’s goals, interests and organizational priorities are actively promoted to appropriate multilateral organizations and government bodies in the United States and globally. The position brokers relationships between CEDPA, other international NGOs, policy audiences and opinion leaders to achieve these goals.

This is a temporary position/consultancy that is estimated to be in effect from February-December 2010. Estimated level of effort will be 2-3 days per week on average over the time period.

SPECIFIC RESPONSIBILITIES:

  • Help guide and implement CEDPA’s advocacy strategies, particularly relating to the organization’s priority advocacy areas including HIV/AIDS, family planning/reproductive health, and women’s leadership. Women’s economic empowerment is also a growing area of work. Draft policy statements and other key advocacy tools.
  • Raise awareness of, and commitment to, CEDPA’s organizational priorities (as articulated in the strategic plan) among key multilateral organizations and U.S. decision makers in Congress, the Administration and other U.S. government agencies by initiating and planning briefings, one-on-one meetings, and other strategic outreach.
  • Represent CEDPA in advocacy coalitions that further CEDPA’s mission and goals. With an understanding of CEDPA’s resource and staffing, make recommendations of whether and how CEDPA should engage in coalitions. Make recommendations of whether CEDPA should sign on to statements and letters, and endorse specific legislative efforts.
  • Help promote senior CEDPA staff, alumni and partners as expert sources for policy audiences, particularly related to HIV and AIDS. Help prepare staff to communicate with policy audiences, including working with communications staff to prepare testimony for hearings and policy briefings.
  • Interpret the implications for CEDPA of policy and funding trends among U.S. government and multilateral agencies, policy makers, and policy leaders.

Position: Budget Manager

Location: Washington, DC

Reports to: Chief Financial Officer

General: The Budget Manager is responsible for the organization’s budget function. This includes oversight of the organization’s budget in addition to specific project support. Support to overseas country programs and U.S. based international development projects includes budgets for proposals, monitoring expense and burn rates, and providing financial trend analysis for decision making by managers. The position is responsible to ensure that timely financial reports are provided to managers and for donor reporting. This position interacts frequently with other staff both in Washington, DC and in field locations.

Qualification:

  • Bachelor’s Degree in Accounting, or related field desired or equivalent work experience.
  • A minimum of five (5) years or progressively responsible positions in the budget/finance area.
  • Knowledge of the international development funding arena, with specific knowledge of USAID is required.
  • Other U.S. government agencies, bilateral and knowledge of private donor funding is desired.
  • Knowledge of U.S. rules and regulations particularly as they pertain to the preparation of cost proposals for submission to the USG is required.
  • Strong interpersonal skills required, with the ability to communicate effectively both orally and in writing.
  • Must possess excellent organizational skills and demonstrate a high attention to detail.
  • Must be able to handle multiple tasks while working under the pressure of recurring deadlines.
  • Computer literacy required to include proficiency in the MS Office Suite (Word, Excel, Outlook) in a Windows 2000 or later environment.
  • Proficiency in automated accounting software (e.g. Fundware or similar package) required.
  • Must be able to handle confidential and sensitive data with the utmost discretion.
  • Proven supervisory and staff management experience.

SPECIFIC RESPONSIBILITIES:

The Budget Manager will have the responsibility for the following areas and functions:

  • Operating Budget Development and Monitoring
    • Work collaboratively with senior staff to analyze organizational cost centers, including variance analysis, revenue and expense projections, forecasting, and historical trend analysis.
    • Lead the annual budget process through preparation of revenue and expense projections, and develop operating budgets for each fiscal year.
    • Monitor and analyze divisional operating budgets throughout the year.
    • Monitor and analyze project budgets with respective Project Managers and Country Offices to ensure that projects are spending within the grant agreement and are on target with burn rates.
    • Lead cost center managers through monthly reviews of variances against quarterly and annual budget projects, and assist with re-forecasting as needed throughout the year.
    • Provide training to staff, as needed, in budget preparation and monitoring.


  • Proposal Budget Development
    • Manage cost proposal/budget development for all proposals for public and private donors.
    • Ensure an efficient and effective cost proposal development process through effective process management.
    • Be familiar with the details and requirements of specific solicitations and proposals under consideration.
    • Create and/or update standard templates for use with cost proposal/budget preparation.
    • Stay current and knowledgeable with the budgetary requirements and regulations of various donors and ensure proposal budgets comply.
    • Provide guidance for full cost recovery in all budget preparations.


  • Project-Specific Budget Support
    • Work with project and other staff to assist with project-specific budget revisions as requested, in connection with budget modifications.


  • Financial Trend Analysis
    • Provide financial analysis for forecasting, effective decision making, ongoing management and other purposes.
    • Create standard and/or ad hoc financial reports for use by management.

Position: Controller

Reports to: Chief Financial Officer

General: This position requires a solid knowledge of nonprofit financial operations and experience in the various levels of accounting. S/he must have strong communication skills and be able to work and communicate effectively with diverse functional teams across the organization. The Controller is responsible for the day-to-day management of CEDPA’s accounting operations. This includes all activities in the general ledger, preparation of various financial reports, maintenance of the accounting software and the development and implementation of internal controls and policies. S/he will also be responsible to prepare yearend financial statements and schedules for the annual audit. The incumbent will be responsible for the supervision of professional and administrative subordinate accounting staff, providing training, work direction and guidance, and performance feedback and coaching as necessary.

Qualifications:

  • CPA required.
  • Seven (7) years’ minimum full cycle accounting experience (A/P, A/R, GL, financial reporting) in a non-profit and/or public accounting environment., to include at least three (3) years experience supervising other accounting professionals.
  • Knowledge of US government rules and regulations including A-110, A-122, A-133 and funding reporting mechanisms, preferably USAID, required.
  • Experience with the development and management of indirect cost rates required.
  • Experience with field offices and working with financial systems in international (developing countries) environments preferred.
  • Computer literacy required including a proficiency in standard business applications (MS Office Suite) in a Windows XP environment.
  • Must be proficient in the use of financial software programs.
  • Strong organizational and oral and written English communication skills required.
  • Ability to travel to the field from time to time

SPECIFIC RESPONSIBILITIES:

  • Personnel Management
    • Manages Finance department staff (Senior Accountants, Staff Accountants, A/P and A/R Specialists) consistent with departmental/organizational goals and objectives.
    • Complete performance management work aligned with CEDPA’s policies and procedures.

  • Establish and maintain a strong internal controls policies and procedures environment.
    • Recommends changes in accounting practices and procedures or department structure to strengthen and improve efficiencies.
    • Ensures all records and systems (HQ and Field) are in compliance with federal and audit requirements.
    • Supervises staff to ensure that reports submitted by FO financial staff are reviewed, analyzed, and properly entered into the HQ accounting system.
    • Develops proper financial systems and procedures for record keeping, internal controls, backup and security for all financial internal and external reporting.
    • Maintains the financial software and ensures reporting functions are adequate for needs of the organization.
    • Maintain up to date information on changes in regulations which could affect accounting functions and the organization’s compliance status.

  • Plan and manage annual audit and 990 tax returns.
    • Assists with the annual audit process as directed by the Chief of Party. Provides related statements, schedules, and work papers for the headquarters and the country offices as requested.
    • Prepares the annual tax returns (Forms 5500 and 990), and oversees other tax filing requirements (1550, 1099s and 1040NRs, overseas allowances).
    • Addresses audit findings with a plan of action; monitors progress to completion.

  • Ensures compliance with all donor regulations.
    • Provides advice and guidance to staff regarding USAID rules and regulations, budgets, overhead, travel and procurement, and general Accounting matters.
      • Review expenses and take corrective action with disallowed expenses.
      • Ensure all financial reports submitted to donors complies with regulations.

  • Responsible for all accounting functions.
    • Responsible for monthly accounting close, including: monthly closing entries; review and approval of journal entries and consultant expense reports; reconciliation of GL accounts.
    • Supervises staff to ensure that CEDPA submits bills and invoices in a timely manner; submits proper 269 and 272 reports on federal grant spending and draw downs in a timely manner; and that revenue and grant-related reporting are properly recorded in the accounting system.
    • Supervises payroll staff and coordinates with HR to ensure proper and appropriate management of HQ payroll activities.
    • Ensures that field offices receive support and guidance to close on time every month.

  • Responsible for Organization’s Budget and monitoring of the Budget.
    • Responsible for production, review and distribution of standard monthly management reports (actual v. budget) including: company, division, departmental, and project profit and loss reports.
    • Provide analysis on indirect cost recovery and impact on the overhead budget.
    • Provide analysis on project spending results and trends.
    • Work with program staff to ensure they understand their budgets, the spending, impact of spending and project implementation; produce monthly expenditure reports for project managers.
    • May assist with the training of other department heads and selected staff in the budget process.

  • Preparation of financial reports.
    • Prepares monthly, quarterly, annual financial reports and statements as required/requested by the CEO and Board.

  • Performs other duties as assigned.

Position: Program Director, International Reproductive Health

Reports to: Senior Director of International Programs

General: Project Director for a 5-yr International health project funded by USAID. The position will be US-based.

Qualifications:

  • Minimum 15 years experience working in public health, with at least 3 years’ experience with managing policy, advocacy, NGO capacity building, and/or communications projects
  • Master’s degree or higher in public health, public policy, or related discipline
  • Knowledge of NGO capacity building, policy, advocacy and communications methodology best practices and approaches
  • Knowledge of USAID policies, procedures, and reporting requirements
Preferred:
  • 5 years or more experience in reproductive health field strongly preferred
  • A sophisticated understanding of how data is and can be a driving force in setting health policy
  • Experience in building the capacity, skill and interest of media in providing quality coverage of key health issues
  • Involvement in increasing the individual and institutional capacity of health advocacy NGOs, especially those that focus on women and youth
  • Demonstrated knowledge of how to expand dialogue among health researchers, program implementers and decision-makers
  • Experiencing in delivering services or managing programs that integrate family planning, MNCH, reproductive health and HIV

Position: Senior Associate / Leadership and Capacity Building Division

General: Position provides technical and administrative support to the Leadership and Capacity Building team, consultants, and resource persons to organize, support, document and evaluate global and regional training events and related activities. The S.A. has primary responsibility for coordinating the Alumni Coaching Program to include communications with coaches; database management; monitoring and evaluation data; and payments. Ideal candidate must enjoy working in a team situation with people from other cultures and have a friendly, respectful and resourceful attitude. Some evening and weekend work is required along with minimal international travel.

Qualifications:

  • Master’s Degree or equivalent plus 3-5 years of experience working for international organization(s).
  • The successful candidate is responsible, self-directed, organized, and flexible, with excellent writing, analysis and interpersonal skills.
  • S/he must be able to multi-task and prioritize work to meet deadlines.
  • This position requires good computer skills in Word, Excel, PowerPoint and Access.
  • Knowledge of Photoshop and SPSS preferred but not required.
  • Proficiency in French/Spanish is highly desirable.

SPECIFIC RESPONSIBILITIES:

  • Assist with logistics for DC-based and overseas workshops and programs including: contract with hotel and other vendors; arrange air and local travel; correspond with participants; and track applications and visa status.
  • Backstop DC-based and overseas workshops including: write workshop materials, correspondence and reports; prepare and monitor consultant contracts; support consultants and facilitators; respond to information requests; and participate in the selection process.
  • Oversee Alumni Coaching Program, including ongoing communication with coaches, timely and efficient report collection, coaching payments, and database management.
  • Coordinate and accompany participants on networking visits, sightseeing tours, and special events in DC and overseas as needed.
  • Contribute to workshop evaluation process, proposals, budgets, field guides and concept papers.
  • Liaise with international consultants for the purpose of coordinating overseas workshops.
  • Collect and tabulate data and perform preliminary analysis of pre-workshop assessment, daily and final workshop evaluations, coaching program evaluations, etc.
  • Assist with contracts and sub-grants for all departmental projects. Includes vendor payments, developing scopes of work, and preparing contracts.
  • Supervise workshop interns.
